The meeting was convened at 7:30 pm.
Present: Commissioners Clyde Duke, Barbara Bedell and Jim Coffin; Chief Mike Harris; volunteers of Orcas Island Fire and Rescue, members of the public.
We will not have a public input session tonight. Mr. Durland was invited to speak at session.
Mr. Durland: For the last 23 years Mr. Durland owns the boatyard near Deer Harbor and is required to have 30,000 gal. of water storage for fire suppression and for the last 20+ years he has been using his neighbors pond as a water source. The neighbor no longer wants the pond as a water source for the boat yard and will have to supply another alternative for water supply. There was a discussion between Mr. Durland, Mike Harris and the Commissioners as to what his options are for water supply options.
Station 24 status:
Clyde Duke has done a walk thru with Brian Wellman at station 24 and believes we are 98% complete with final construction. Bruce Wiscomb completed final grading. Two broken windows need to be replaced. Concrete Parking stops have to be installed. Electrician has to finish hooking up carbon monoxide sensor in bay.
The discussion of landscaping will be postponed until next regular meeting.
Cayou Valley Water Agreement- Jim Coffin had a discussion with Chuck Kelhaufer who is a member of the Cayou Valley Water Ass. and an attorney whom they have delegated the workings of the Cayou Valley Water Agreement. The association has modified by-laws to provide for special water membership. The association covers both roads and water. They have implemented a separate water membership for us. They should come available for review soon.
Issues that came up: As a municipal corporation, there was some come concern that even thoughthe water agreement will commit us not to use water for training, cleaning rigs, filling trucks, etc. They are still somewhat concerned that the department may abuse that agreement and concerned of dept. using the system with impunity. A question that came up is how does the dept. define emergency use of water?
They have asked that Jim Coffin come up a draft water membership agreement to present to Cayou Valley Water Users Assoc. in the near future.
Interlocal Agreement- A revised copy of the Fire Marshal Interlocal Agreement was reviewed. Collection and Distribution of Fees has been removed from the original draft, which has raised some concern amongst the commissioners. Orcas Fire would like to write a couple of paragraphs to add to agreement draft regarding money collections. Those additions should be available for the next BOFC meeting.
